New planning guidance on the historic environment, which replaces Planning Policy Guidance Notes 15 and 16, was published on 23 March.
PPS5 (Planning for the Historic Environment) reinforces the presumption in favour of protecting heritage assets, and takes an integrated approach which removes the distinction between buildings, archaeological remains and landscapes. There is greater emphasis on defining the significance of heritage assets and understanding the impact of proposed changes. It also places a greater emphasis on the role of the historic environment in regeneration and mitigating climate change.
Brendan Hodges, Associate Director of NLP commented "Although it does not go as far as the Government had originally envisaged with respect to achieving Heritage Protection Reform, the new PPS should help our clients and decision-makers to better understand the significance of a particular heritage asset, and agree where and to what degree change may be appropriate. For this to work properly, Councils must ensure that they have access to in-house or consultancy specialist heritage advice."
